USDA Authorizes Private Sector Delegation for Rural Mortgage Approvals

The Rural Housing Service, an agency of the U.S. Department of Agriculture, has finalized the "Single Family Housing Guaranteed Loan Program" rule, which authorizes "Delegated Lenders" to underwrite and approve mortgages without direct government intervention.
The agency establishes a formal status allowing qualifying lenders to use automated systems to independently originate, process, close, and service loan applications. Delegated Lenders will approve loans and retrieve Loan Note Guarantees electronically, bypassing traditional requirements like the issuance of a Conditional Commitment and reducing reliance on federal staff.
To manage risk, the agency is instituting a Lender Oversight process involving off-site data monitoring and reviews of loan samples, while eliminating a loophole that previously allowed lenders to self-certify compliance.
For rural homebuyers, this transition removes the federal government as a mandatory intermediary in the approval queue, accelerating the timeline from application to closing. Families can expect a more predictable purchasing experience with move-in dates that align more closely with conventional private-market mortgages.
The policy aims to ensure that homebuyers utilizing federal guarantees remain competitive in fast-moving real estate markets by eliminating federal administrative backlogs. The regulation impacts approximately 1,873 lenders currently approved for the program nationwide.
Participation in the delegated framework is entirely optional; institutions may continue using the traditional agency-reviewed process without penalty. To qualify, lenders must have participated in the program for at least two years and meet specific performance standards regarding delinquency and default rates.
The Rural Housing Service will implement a phased three-year rollout to monitor early performance and ensure market stability before full expansion. This regulation will become effective on June 17, 2026.
